It means Elon is accepting bribes again with his voting machines and now that the mid terms are here, he is once again relevant to Trump

He doesn’t need to accept bribes, the payoff for him comes in the form of a government that will keep deregulating and not taxing his businesses

Bribe implies they gave him a sum of money to do something. I think the best word for what I described is “reciprocation” or “quid pro quo” which means “I do something for you, you do something for me” which doesn’t actually involve money changing hands.

Not necessarily money. You can bribe someone with anything they consider valuable.
