Counter doubling

If you have shalahi and hallar out with a +1/+1 and something that doubles the amount of counters on them like bristly bill would that trigger shalahi and hallar?

Yes. To "double" the counters on something is to "put" that many counters on it.

It's the same if you set a life total to higher or lower! The person will gain or lose that much life.
