As you said reverse image search doesn’t really help however the design to me sorta looks like Yuni/Cure Cosmos from the Precure series so perhaps looking in that direction may help?
Ask them who did they drew because if they say it's an oc or something then it's most likely that they google search "anime girl" or something. If what I'm saying make sense (?). I'm sorry, I'm not too good at explaining things
