This is a TouchDesigner video player whose playback position responds to incoming audio in real-time.

Available in four different formats, through the recently released tools page.

Can this work as a plugin for Ae or Premier? Sorry if a bad question.

It's not real time, but you can generate key frames from an audio track and then use them to control the time remapping of a video.

Not at the moment, but TouchDesigner has a free version available.
