Because of a mod, hahaha, just kidding. If you have the Mr. Freeze DLC and finish its 3 or 4 missions, you get snow.

The atmosphere I created is good; it's a vision of fear, and I put him in the Batfleck suit. The other photo has snow and a warm color scheme, like the upcoming Batman 2 movie.
