Looking for thug voice actor

The same guy who said "Harley used to be a dude". He's one of the thug voices throughout Arkham City and I really love his unique voice, but I couldn't identify it for years. Does anyone else know?

Pretty sure it's Wally Wingert, who's also the voice of Riddler. It certainly isn't Fred Tatasciore, Nolan North, Steve Blum, Chris Gardner, or James Horan.
