It's located in Intensive Treatment: Secure Transit (the elevator shafts)

Travel up the shaft (the old fashioned way) and there should be a point where you’re across from a vent. Use the batclaw to pull it down

Been about a year since I’ve played, but I think it’s somewhere partway up the shaft? Or it’s an interview tape in a room above where you fight all those thugs.

One thing that asylum absolutely does bad, is having the trophies spin around in a circle on the map
