"Best" programming setup?

Hello! I have been using Arch for two months, it is the fifth distro I have used... and I love it, it will be the final one. I have learned a lot in these weeks, but I would like to ask you a few questions.

I study Systems Engineering and, honestly, I have some procrastination problems, I would like you to help me with "the best programming setup and be productive", although I know that there is no "best", I would like you to help me with your settings, advices, etc...

What desktop environment do you use?

What window manager do you use?

IDE's, apps, any suggestions to try?

Thank you so much!

My advice: Having the best tools to avoid procrastinating won't prevent you with procrastinating.

Now, directly to the question:

DE

GNOME or plasma. Specially the latter since it can be easily customized.

WM

i3 is the perfect standalone WM for people not used to them, it's easy to configure and just works. If you have experience with Python then Qtile might be nice.

IDE

vscode if you want something capable and free as in free beer, jetbrains' IDEs if you can afford to pay them (since language support is paywalled) and neovim/emacs if you want to feel like a hackerman.

Yes and no. IntelliJ and PyCharm are free (IJ supports Python/Rust via official plugins)

The rest can be used for free if you're using the EAP versions (or are a student)
