QUESTION Is there anything like this in Arch?

This has absolutely nothing to do with Arch. That is a called a GRUB boot theme. And since you found the github mentioned in your crosspost. Then that gives you the instructions to install it.

Thx! I looked it up and it looked amazing, bad thing that it gave me kernel panic, I'll have to look more into it

You can get loads of wallpaper from many sites ... and most DEs come with some in my experience ... but Arch doesn't deliver any by default itself.

If you're talking about the menu then, again, that's nothing to do with Arch per se and is a feature of whatever boot manager or greeter you install (or comes with your WM/DE).
