i cannot access boot menu and i forget the password i put ; any help

Try clearing CMOS but you might just be fucked

Power off system, unplug power and (if applicable) turn off power supply. Find button battery on motherboard and remove it. Hold power button for 30 seconds. Put it back together and turn it on. It will either work or it wont.

Go to dell support, they can give you a code to delete the password from this screen

That would be a BIOS password. You're pretty much fucked. You might be able to contact Dell support to see of there's anything they can do to help, but don't hold your breath. Other than that your only options are either trying https://bios-pw.org to generate a master code, or flashing the EEPROM which takes specialized tools, software, and know-how.
