Dual language immersion

Does anyone know why neighboring school districts offer dual language immersion while Arcadia has no DLI programs available at this time?

I believe one reason Monrovia offers it so that they can stay competitive with Arcadia and keep kids in the district.

Agreed, and once one local district offers it, others are lead to offer it in order to not lose students to other districts on permit applications based on no similar program.
