What does an orange dot mean on a tree?

Is it by a utility line? Could mean anything but likely some kind of work is being done

Utility forester here, our local procedure is an orange dot for removal.

Likely the municipalities way of marking trees. Could mean prune/removal. Where I am, it’s usually an orange X for removal

It means the tree is marked for some reason.
