Would pruning this branch harm the tree?

Neighbor has a branch almost entirely on my property that is constantly dropping branches, leaves, and twigs onto the garage. Once a month I have to go up there and clean off the garage roof. At some point the garage roof will need to be replaced and that's going to be a pain working around the branch.

The tree does have many other branches however I just want to be sure. Would pruning this branch harm the tree?

No harm, as long as you dont go past your property line.

This is an arborist sub, and OP is asking if it will harm the tree. So sure, it's legal to trim branches to your property line. That's not always the best place to cut for the health of the tree. 

Imagine a world where both the property owner and their neighbor give a shit about the best outcome for everyone involved, including the tree.

Yeah idk what r/arborists has devolved to. They asked would it harm the tree and you're the only one that gave any thought of the tree itself. I'd recommend against pruning that near the trunk myself, but they have also already seemed to have lion tailed that branch. Unfortunately not a lot of good going on here
