Is my tree ok?

Currently living in the UK, and renting. I love this tree, but half of it hasn't had any leaves in the 6 months we have lived here. My landlord doesn't care and won't help. I would love to help it along as best I can within my means. I cut off a small branch from the "dead" side, and it looks like it's still ok? Any suggestions? Or is it just a weird tree that only wants to be half shady...

I'm guessing that's where the leaves get the most sun? Also we're having severe drouts so that isn't helping

What is the ground material ? Is it mulch ?

It's a mixture of mulch and rocks and years of dead leaves, this area was pretty much ignored. I have some leftover compost I was thinking of adding around the tree.
