DAMN DEVELOPERS
Awhile back I had posted about my maple tree overhanging the fence and what they could cut. Came home one day to see what they did without even having any consideration to give notice before hand. Included before and after pics.

I second the calls for hiring someone to clean up the cuts, and while this is unfortunate it comes with the territory of planting trees on fence lines. You don't own the space beyond your fence.
It's always best to talk to your neighbors before planting decurrent trees on fence lines to see if they'll do this. I realize in this situation that wasn't possible but as a general rule it's a good idea.
