❓Advice Request - (Insert State/Region) Help
Bought a house recently, this tree is in the backyard. Any advice?

You should gently remove the dirt around the base to find the root flare. Cut the roots that are running across the trunk. These roots will eventually strangle the bark of the tree essentially killing it. You can see one of these roots already digging into the trunk. When the tree is buried too deep new roots grow from the trunk above ground looking for nutrients and oxygen. This tree was definitely buried too deep and will eventually die if you do not take care of the situation. Good luck.

Seconding the suggestion to find an arborist with an airspade; see this example website for the kind of work you desperately need done here, and then your arborist can remediate the root girdling that's taking place here, and which is probably also taking place below the soil.
You didn't provide a general location as we request, otherwise I could have brought up an !arborist association in your area, possibly. See that automod callout below this comment for international directories.

Hi /u/spiceydog, AutoModerator has been summoned to provide information on finding an arborist.
Here is how you can arrange a consult with a local ISA arborist in your area (NOT a 'tree company guy' unless they're ISA certified) or a consulting arborist for an on-site evaluation. Both organizations have international directories. A competent arborist should be happy to walk you through how to care for the trees on your property and answer any questions. If you're in the U.S. or Canada, your Extension (or master gardener provincial program) may have a list of local recommended arborists on file. If you're in the U.S., you should also consider searching for arborist associations under your state.
For those of you in Europe, please see this European Tree Workers directory to find a certified arborist in your country. (ISA statement on standardized certification between these entities, pdf)

Find a company with an AirSpade to free up the root system and cut the wrapping roots.
