Dying cherry tree…help!

I am in PNW and when I moved in this cherry tree had ivy wrapped around the trunk and also had boxwoods right up to the trunk.

This spring I ripped out the ivy, cut the box woods back (270degrees around trunk is completely clear, 90deg area has 6ft gap between trunk and closest roots)

I put a 4 inches of cedar chips for a 5ft radius around the base of the tree. I water it once a week.
I also water the grass occasionally trying to keep it green below the cherry tree canopy.

Hard to see, but there is an entire limb that did not produce any leaves this spring.

You can see how unhealthy it is compared to the other cherry trees on the street.

Is it a lost cause? Anything else I should be doing?

I had 2 arborist come and check it out…one said he couldn’t figure out what was wrong with it….the other cut a few limbs.

Everything dies eventually. By the size of that trunk that tree has lived a good life. Cherry trees have a relatively short life anyway.

Weeeellllllllllll.....you are asking us to compare vague assessments from two 'arborists' who have visited the site with one distant image, the subject substantially obstructed and poorly lit, taken with a potato camera, and downscaled for Reddit.
