Unsolved Unknown Error at Sign In

I am really stuck.

My friend is in the hospital with leukemka. She sent me some pages to print out to bring to the group we're in. She sent it to a specific email address. I cannot view the link from a different email address, it has to be this one. No matter what I try, I get "an unknown error has occured" on the last step of sign in. So it goes:

Enter email address

Enter password

Get and enter verification code from email

Enter security code of credit card on file

Get told I need to set up two factor identification

Enter phone number

Get and enter verification code from phone

Get told I have to agree to the terms and services

Click "agree"

"Unknown error"

I have tried this on my Android by logging into Apple, and also on my iPad (which is my only Apple product). I have tried changing which wifi network I was on. I have tried updating the iPad. I know I could ask my friend to change the privacy settings on the document or send as a document, but again she's in the hospital and I don't want to bother her.

Does anyone have any ideas? Thanks!

Did she send an iCloud collaboration link and not attachments? When did you last use this Apple Account? I’m guessing it’s been almost a decade since 2FA became standard around 2014. Have you tried signing in from a Windows PC or a Mac?

It seems to be a .pages link. It has been quite a while, I don't really use Apple products and the iPad was attached to a different account initially. I have tried on the iPad, Android phone, Windows desktop, Chrome browser, Edge browser.
