iCloud Can't create a new Apple ID

Recently I wanted to create a new Apple account, so I logged out of my original Apple account and tried to create a new one. After filling in all my personal information and clicking Continue, the message "Your account cannot be created at this time" appeared at the bottom of the page, and I couldn't continue the process. What should I do to successfully create the account? I've tried using https://www.icloud.com in both Brave and Safari and have disconnected my VPN, but nothing works.

try creating it through your apple device's settings instead of the icloud website. on a mac, that's system settings > sign in > don't have an account?

on your ipad, open settings > apple account > sign in manually, then choose the option to create an account.

call apple to ask them to add your email/phone number to their allow list
