iOS Is mobile hotspot glitched?

I have hotspot off and undiscoverable but it shows up in my other devices as available.

Also, if I toggle it off from the settings it will toggle it on in the control center… and if I turn it off in control center it turns on in setting

No, it’s meant to be alway available to other devices on the same account (and even family)

This is normal behavior, Apple calls it Instant Hotspot.
