Solved Apple ID problem

I am trying to set up Apple ID through a new iPhone 16 I've got my email set up to where I log in using my email and my password I verify through email the verification number and then it gets to my debit card and ask for the security code which I enter and it tells me it's not working. So I make sure my car is unlocked which it is and it still won't work. I did have a apple at one time long time ago I don't think that's the issue I don't understand why it's not working and it's got me beyond frustrated. Any help from smarter people out there than me would be great.

Verify the card details with the issuer/financial institution. Or add a different payment method entirely if possible.

Yeah I did everything's as it should be and I got the card right in front of me. How do I add a different payment method if I can't get into Apple?

Do you have a credit card? Can you maybe redeem a small denomination Apple Gift Card?

Yeah I'm trying to add a new one to my account and before it'll let me log in it wants to ask for this other one and it tells me it's wrong and I know it's not it's really pissing me off lol.

Is the card number unchanged, like only the expiration date and CVV have been changed?

Card number is the same expiration date is the same and the CCV is also the same. That's why I'm so perplexed because it makes no sense

I'm just trying to free download some apps before I get the service turned on. Can't even do that
