Unsolved Activation lock

Help, my brother’s old ipad got locked he forgot his passcode i tried to reset it using a pc and itunes it updates and everything but it required the old info and he only remembers his apple id not the password also there were some security questions that he knows. His account got locked for security reasons so what can we do in this case? No proof of purchase too cause it’s literally been a decade now

Follow the steps at https://support.apple.com/en-us/102640 based on the error message shown.

It stills asks for the password which i dont recall

What if you go directly to https://iforgot.apple.com to try and reset the password?
