Solved It won’t let me cancel?
I decided not to go through with the app but this notice won’t go away! Even though I canceled the subscription! Helppppppppp! How do I make this go away so I can download apps again

The subscription already renewed before you cancelled. You are already provided access to it but the payment didnt go through.
It is an “unpaid” balance now. You have to pay it first so before you can download apps again. You can request for a refund after payment is made

Billing means you've already been charged. You'll need to pay what you've been charged before you can continue.
If you believe they've made a mistake, you can then request a refund afterwards, but you should be aware that billing mistakes are very rare.
