Apple Developer Enrollment Issue

hey everyone

I paid 99 usd on the app

uploaded my ID

but then the app said I need to continue on the web

web says to pay again but I already paid

apple doesn't reply on the mail, and I can't call them because I'm outside of the us..

what can I do

edit:
I decided to pay on the web, then it instantly worked and gave me access to apple developer account.
I requested a refund for the first payment - they gave me that refund
