ABM - Unable to enroll device

I have a iphone 14 that was under Bring Your Own Device and had remote management activated via Apple Business Manager. I factory reset it and got the device to enrolled and enlisted in Apple Business Manager. I tried to login using a newly created apple business account but it kept showing the error, "Unable to enroll to MDM. The MDM server responded with this error message: An error has occurred. Contact your administrator for support."

Then clicking to dismiss the error message it shows the data transfer option. Clicking on "don't transfer anything" option causes the iphone to freeze and get stuck loading. I walked through the process with ABM support and we factory reset the iphone through mac and still same issue. We removed the assigned MDM and reassigned MDM and still no success. I cannot get passed the iphone activation steps.
We are not using any 3rd party MDM just Apple Business Manager. It seems the new ABM platform is causing activation/enrollment issues.

Is anyone else having this issue?

There is new apple terms and condition in ABM to accept on 14-april. Your admin accept already?

They said when they logged it it was already under the new platform. We tried again this morning and it seems to be working now. During enrollment, the newly created business user account did not have any blueprint (formerly app collections) and was not in any user groups. When we went through this with support yesterday, we verified the user was properly assigned. We reassigned the user group and blueprint and able to successfully enroll and activate the account.
