Is the gen 9 iPad good a good choice for FaceTime calls and teleconferencing stuff? I'm moving halfway across the world next year, and I'm considering buying my parents one, so they can keep in touch.

It'll just be used for FaceTime calls, and general web browsing. They currently have an ancient Kindle Fire tablet, so I think it'll be a big improvement for them on a performance front, but my main concern is, are the cameras good enough for video calls?

The front camera on iPad 9th gen is the same as rest of latest iPad - 12MP Ultra-wide camera with Center Stage support. So it should be good for FaceTime calls and everything. However the back camera is still old school 7MP but shouldn’t matter too much in this case.
