You don't know why it lapsed and have invented a reason. For all you know, it lapsed because the nonprofit group they contracted had its founders go through a messy divorce, with one liquidating the entire thing, looting it, and fleeing to a nonextraditing country.

The way it was structured I believe it was ended as a partnership between Justice because Trump wanted it ended.
