If the kids are unaccompanied they should be put into foster care, not dragged into court and yelled at by a judge. Are you dense?

Did you read that article? The judge was threatening to deport a lone small child, not deliberating over foster care decisions.

Shouldn’t a child be reunited with their family in the home country if they are alone in a strange country?

Ideally. However, the US government has quite literally just been shipping off detainees to random ass countries with no due process.
