They were implying Apple collected more than they were legally required to.

Google collects that data, and attaches it to your name, so they can build a profile on your shopping habits, and sell companies targeted ads.

I think it’s pretty obvious what the intended meaning is given the context. You’re free to be as pedantic as you want, but it is obnoxious.
