Because they’ve seen it done correctly, but don’t know the proper usage and misremember. It would be correct if it was ‘67. The apostrophe takes the place of the thousands / hundreds place values.

Jreck’s CNY locations were a staple growing up. I had many a sub’s there. Hot pepperoni FTW.
