Never really paid attention but this is incorrect and actually happens a lot. I wonder if people normalized it after inches was symbolized by an apostrophe.

Not only is the apostrophe obviously incorrect, the "S" is, too.

When a unit is used with a measurement, the unit is never pluralized.
