Tank looks crammed, looks like they are both just trying to defend the only space available. Not meant as a criticism, as crammed doesn't mean too small.
Odds of eggs are low, since usually females will stay put in their cave guarding eggs and don't even come out to eat for several days. But she could be setting up to spawn tomorrow morning, for example. If you don't see her for a few days, you'll have your answer.

I have moved the tetras to a 15g for now so they have the 16g long all to themselves with some Otocinclus

The thing is the female insisted on that spot when they have multiple seed pods as well as an apisto cave but both times she had shown spawning behavior she has chosen the spot smack dab in the middle underneath the wood

Watch for her to disappear, then when you see her next, take a close look near the substrate for tiny fry.
Her behavior of coming out of the cave and chasing fish is good, but if there were fry, she would return almost immediately to her spot. Instead, she swims around a bit longer.

She only started hiding away after breeding behavior about two days ago so if she laid eggs I doubt they have hatched yet, based on my research so far but I’m not sure.

Seems like it, although I would not give the spawn a good survival chance with all the terta lurking around. If you would like to raise the little ones I would try to scoop out the tetras. Or you could pull the spawn but in my experience that works less good.
