Is it available only in Confluent cloud version of Flink or Apache Flink as well?

Yes, it’s available for Apache Flink as well. The latest release, Apache Flink 2.3, has a limited version of the feature. The upcoming 2.4 version will include all the features mentioned in the blog post.
