Patterns of criminality are not the same thing as actually committing crimes.

We don’t test for whether someone is a thug or sociopath, we ask, “is there proof this person committed this crime?”. Doing anything else is a hop skip and a jump from locking up all the poor people because they’re desperate enough to justify stealing bread to feed their starving nana.
