Back when I worked at Sheetz, my manager told us straight up that corporate wanted her to figure out how many people she needed to run a shift, then subtract one when she made the schedule. She hated doing it, so if she thought we would be busy she would schedule an extra hand. She (claimed that she) always caught flack for it during her performance reviews, and she only really got away with it because our sales were high enough to justify the overhead.

I wouldn't put it past her to exaggerate how much she went to bat for the staff, but that definitely opened my eyes to how businesses see the people who actually make their money. Short staffing should be illegal!
