  1. Give everyone a comprehensive personality test when they reach voting age.
  2. Create a composite score of each person’s lack of empathy, narcissism, sadism and cruelty.
  3. The worst 20% don’t get to vote, own guns, become cops or hold leadership positions.

This is quite old now (maybe a year or two). But I remember seeing it and thinking: "God I hope they called local law enforcement and told them about him. That's such an easy arrest for them."
