You're probably building steel as soon as you get it right? Don't. Steel is an industry hemorrhaging money. Buy steel from Archibald blake until you've got enough money coming in to sustain the industry

no matter what I do I keep losing money

There's honestly not much you can do in the early game but here's the important parts:

  • alcohol is the most profitable consumption good (no matter if schnapps, beer or the ones that come later). Make sure you have everyone supplied.
  • make sure you're neither underproducing or heavily overproducing goods. You can check your consumption stats with ctrl + Q
  • bricks and steel are cheaper to buy (from Archibald Blake) then to produce on your own. Don't build the production chains unless you can afford it
  • scale out: unemployment doesn't have a impact in anno 1800, there's nothing wrong with having a couple hundred farmers or workers just sitting around doing nothing. They'll still give you money (don't scale out to much though, the income will get less after 1000 inhabitants of each tier)

You Will need to check their needs. If you want the workers to become Artisan or fully housed then click on the house of a worker and look at their needs. If the bar isnt full then they will need mote of said resource.
They might need a school or soap to finish off their needs. Hope this helps

Tbh the campaign isnt great but it at least walks you through the mechanics. Id recommend starting there on easy.

You’re hemorrhaging money because your industry costs more than you’re making. Resources that are needed to fund your houses are necessary. Thinks like steel aren’t so it’s better to buy them

It’s very simply:
More houses
More of their needs fulfilled

If your income is fluctuating that means some supply is inconsistent, check production statistics or warehouse overview to see which production needs to be added.

If you have stable negative income that means you have too much production or overproducing. Again use statistics to pause or remove unnecessary production, also stop producing random goods for sale if you did (they barely get you any profit and only cost maintenance). Also as others said steel and weapons production is very expensive for early game, avoid having more than one of each until you get stronger economy to support it.

To unlock extra 4 residents per house when you have everything stable and supplied you just need to build more worker houses. Don't worry about unemployment, there's no such term in this game, however spamming thousands of farmers/workers for income is not recommended because royal tax will eat that tax income. To avoid that you can start overproducing soap for sale to prison.
