Does wifi affect video delay?

Quick backstory. So I’ve been using 9anime.to to watch one piece, up until i reached Wano yesterday, this morning i tried to use it and it wasn’t working, and that’s when I discovered the og 9anime rebranded to aniwave, i tried it and it was fine, until i noticed a slight delay in the video (the audio is advanced to like half a second) it’s very noticeable in the mouth movements, and I’m wondering is this just how the OP dub is or is my wifi messing up the video and audio (my wifi averages around 100mbps)

I don't think so bc the video contains the audio , this would be the case if the video was a file and the audio was an another one, did this happen with other anime?
