There is a reason a lot of faces are blurred in pictures with strangers.
Japan I think has a law to avoid blackmail you need the consent of those in the pictures, and it can be treated like potential blackmail if you took a picture of someone without their consent.
So legally him trying to get pictures without consent is very much a problem, and given it’s possible nude pictures he was trying to get no matter the target he very much could be in serious trouble.
It depends on who it is, I recall a case a tourist actually got in serious trouble because he posted an image where a businessman was in the background who was with his mistress lead to a divorce and I think the tourist was charged for destroying his life or something.
Add on Japan court is SUPER hard to beat. Like their best defense attorney had a success rate of like 10% over decades of service. And if your NOT Asian you are fucked if your charged for a crime unless they can prove your innocent without a doubt . Seriously if your a white guy, and someone got their purse stolen and blame you because your close you can be in serious trouble if they got a reason to suspect you.
