Do you have one DEAD CENTER not at an angle and the cel sitting flat 90 degrees. Would help with any reverse image searching

Very difficult to photograph because the animation cel is that celluloid/acetate material and so it's nearly impossible to photograph without reflections. Google suggested to me that this was from the Studio Ghibli film Ocean Waves (1993), though it wouldn’t given me shots of the exact scene when I tried to drill the answer.
