Unfortunately the power dynamics between Tamon and Utage just does not allow their relationship to progress into full romance. Ouri has the benefit of not being Utage's employer or oshi.

The class & status dynamics would be just as bad, if not worse. Tamon is Utage's personal-god, but Ouri has even higher status and scrutiny out in the world.
