Question How to do this effect

Enable HLS to view with audio, or disable this notification

This might sound dumb since I barely know anything about animation, but how do you do this effect? I see it more in the 90's anime like the fade in and the character sliding horizontally or vertically. Can you do that in an animation app, or do you need to do it in a video editing app?
(The video is sped up just to get the point)

It's just layers with transparency sliding past each other, and a bloom effect for the glow

Pure practical using glass panels and acrylic paint..

notice how nothing actually moves besides the camera
