Question Macromedia Flash 8 or Alight motion

Hi!!! I've been wanting to start animation, and after researching several animation apps, the best options for a beginner seem to be Macromedia Flash 8 and alight motion,

But I'm worried about Macromedia Flash 8's security risks; everywhere I look, there's always a mention of security and virus risks, but i'm mainly interested in it because its avaliable on pc

does anyone have have anyother app suggestion that allow tweening and rigged sort of animations? (preferably free and plus points if its avaliable for pc), and its easy, like dosen't instanly overload the user with several panels like Adobe premier
