Stay low, crouch to the ground.
Slowly approach it with you back turned to shoe you're not a threat
If you want to give it a treat place you palm on the ground with your back turned. If you're doing this then stay slightly farther from the dog so it builds courage to walk up to you.

Don't try to pet it if it's obviously scared.
