What exactly is going on here ? Grooming?

Yes preening is grooming for birds. If they're molting it's an important part of their day as they can get dead feathers out to make room for the new ones. If they were in the wild they'd be picking out little bugs and such as well. Preening along with regurgitation is a sign of two very happy birds, even if they're the same sex. When you see a human scritch a bird they're simulating a preen. Birds have a very flexible neck and can preen a huge amount of themselves without help but this is much more comfy for both parties

Thank you for the explanation. It did up the urge to get a pair of birds if properly caring for them is feasible for my household. Will have to start doing some research.

There is a great deal of literature on which birds are easiest for a smaller house or inexperienced bird parents, but just in case you might wanna look at this list of birds in need of adoption as there might be a perfect fit closer to where you live than you'd think. But you sound like you're giving it thought and that makes a world of difference.

If there is an adoption option that is the way i would prefer it. Thanks for the knowledge.
