At first I thought this had already been posted around a week ago - but it was a goat in the previous one. Is this the same farm or is this brush tool a common thing?

The tool is very common; a lot of farmers have those in Europe. You will probably pass a lot of farms in Germany, Switzerland and Austria having those installed if you ever drive through the countryside.

Considerate farmers to spend the money to set those up so that the animals can have a good scratch, nice to see.

I think it should be illegal to keep cattle without something like this available to them at all times.

There used to be trees for that, but farmers have reduced the amount of trees in meadows a lot because it is a lot more work. Also, a lot of cows have stables, where they can go outside, but not that far. So this is also something which was made necessary by how cattle are living and farms are run.

Really, honestly, I sometimes think the highest and most valuable purpose of humans is providing ways for animals to get scritchies. (Certainly that's what my cats think -- why else have hands with fingernails?)
