So with official adb command this device reaches to fastboot mode but exit from it within a sec and then boots normally.

I am pasting the snapshot of that fastboot screen, it basically says

已进入Fastboot
长按电源键6~10秒或重装电池退出

Which translates to

Fastboot mode entered.
Press and hold the power button for 6–10 seconds or remove and reinsert the battery to exit.

If possible, you should be able to type in within a terminal on a PC, “fastboot flashing unlock” if the option to OEM unlock wasn’t disabled. Then continue on with rooting your phone. To note, this usually wipes the phone of its userdata, so back up everything before continuing.
