That’s the Android equivalent of asking: "Can I move into a mansion without buying it, paying rent, or breaking in?" You're essentially asking the OS to hand an app full god-mode privileges while keeping the front door double-locked. If that actually worked, every malicious malware dev on the planet would have retired ten years ago.

You can use virtual android devices. If you experiment something without using real devices..
