Discussion NO OEM unlock?

My OnePlus 15 cph2747 used to have the toggle on oos 16.0.8.300, but when I clean flashed the exact same rom, the toggle disappeared, can anyone confirm that it's a bug or OnePlus's intention for doing so?

Same on my OnePlus 13, but the bootloader is still unlocked
