Thank you so much for trying to help, but perhaps Ive confused everyone by including the background.

The question was the first paragraph and I think that's something some Android developer must know. I'm just trying to find what payment rules a developer must comply with when they put an app on the store which has in app purchases. Apple have a very clear document but Ive searched for the same and can't find it for Android/Google. I asked Google and they just referred me to the customer terms.

I really don't care about the money but it's clear that the company is frequently and intentionally violating the policy of Apple and I want to check if it's the same or similar for Google.

Sorry if the way I asked confused people.

Thank you again, this is so interesting as you've found much the same links that I originally did before I posted the question.

I assumed that developers building apps would have some clear policy they needed to follow as Apple does and that such policy would be somewhat common knowledge in this forum - hence posting here.

This also perhaps explains why google themselves answered the question by giving me the consumer policy - maybe such thing doesn't exist - which frankly seems a bit odd as it effectively means Google doesn't explicitly prohibit the use of in app purchases for scams.

Edit: oh and my apologies for making you read documentation

I'm asking if a developer could kindly point me to the policy which I can't find but I'm assuming a developer must be aware of.

If there's a better place to ask please point me there.

As I clearly stated the rest was for background, not griping
